The Current Vacancy is in the Geographic Information Systems discipline.
THE POSITION: This is a multi-discipline classification for use in Technology Services (TS) Division. Under general supervision, incumbents may be assigned to perform a wide variety of duties in the support, planning, design, implementation, and security of the specified discipline. This class performs tasks of a more technical and analytical nature for areas in the City’s communication, geographic information systems, networking, infrastructure, server, systems administration, programming, web, and media.

REPRESENTATIVE DUTIES: The following typical tasks and responsibilities are representative of the position’s essential duties. They are descriptive, not limiting. While the majority of duties assigned to a position typically fall within one of the following areas, incumbents may also be assigned duties that cross multiple disciplines based on department needs, staffing levels and in order to provide job enrichment opportunities. Essential Duties (GIS): Performs a variety of complex tasks related to the development, maintenance, and operation of the City’s GIS system; Writes macros and high-level language routines; Develops and maintains City base map and associated layers; Maintains City’s land file information and GIS database; Conducts quality assurance checks, trains staff and users in the operation of GIS related software, maintains GIS related application, including patches, and updates; Analyzes spatial data, designs digital maps, develops mapping tools and applications, and produces reports utilizing digital visualizations; Converts data received from internal and external sources to make it usable in the GIS system; Develops web and mobile maps and applications.
MINIMUM QUALIFICATIONS: Applications will be accepted only for those applicants who clearly demonstrate on the COMPLETED City Application, Supplemental Questionnaire, Resume, and Certificates that they possess the minimum qualifications which include:
· Graduation from an accredited college or university with an Associate’s Degree in a related field; AND
· Two years recent experience in the GIS discipline equivalent to Technology Systems Technician; OR
· An equivalent combination of training, certification and experience which provides the capabilities to perform the described duties.
· Valid California class “C” driver’s license.
· Vendor or industry certifications include but are not limited to those from ESRI.
· Must be able to pass an extensive police background check.
Highly Desirable: Experience working in an enterprise GIS
OTHER MINIMUM QUALIFICATIONS: Knowledge of: Project management principles and planning methods; customer support principles and delivery; GIS products, techniques, procedures, and concepts; Database applications such as: Microsoft SQL, or other similar applications; Principles of data management and cartography; Basic methods and equipment for data acquisition with GPS, geographic coordinate systems, projections and datum; Tax parcel recording process; GIS software such as, ESRI suite of applications; Modern scripting or programming languages. Ability to: Communicate effectively both verbally and in writing; Work with the goal of providing excellent customer service; Work both independently and in a team-oriented, collaborative environment; Stay current with emerging technologies and best practices in the industry; Develop GIS database structures for use in the City’s GIS; Read and interpret planning, engineering, and building maps and documents; Prepare neat, well organized, graphics, maps and drawings; Operate GIS related equipment and software; Research, compile, and analyze GIS related materials. Physical Conditions or Special Working Conditions: Standard office environment and conditions, including lifting and placement of computer equipment weighing up to 50 pounds. Must be willing to work long hours, weekends, and holidays during emergencies.
EXAMINATION: (Weighted 100%): Week of March 15, 2021 (TENTATIVE DATE) The method of examination may include one or more of the following: written exam; oral exam; evaluation of education, training, experience or other qualifications as shown by the application, or by other information submitted, or by the record; questionnaires submitted to references; or any other appropriate measure of fitness. A minimum passing score of 70% is required. ***NOTE: Admission to the Examination(s) may be limited to those applicants who demonstrate the best combination of qualifications. Applicants possessing the minimum qualifications are not guaranteed admittance to the Examination.
