The Office of Labor Standards has an opportunity for a Data and Enforcement Strategist to serve as a subject matter expert in the successful enforcement of Seattle’s Transportation Network Company (TNC) Driver Minimum Compensation Ordinance. This pioneering ordinance is only the second in the nation to require a minimum pay rate for TNC (i.e., rideshare) drivers. This position will contribute to groundbreaking policy and enforcement developments as well as work on cutting-edge data and worker protection initiatives to contribute to the international movement in advancing gig workers’ rights.
The Data and Enforcement Strategist will be one of the main subject matter experts in the enforcement of the City’s TNC Driver Minimum Compensation Ordinance providing direct leadership and consultation in the design of case management plans. The work includes making recommendations to senior management and the enforcement team regarding efficient case resolution, including best practices, law interpretation, policy interpretation, formal decisions, investigative approaches, remedy packages, and preliminary findings as related to investigations under the TNC Minimum Compensation Ordinance and other complex investigations. This strategic advisor will design, draft, and revise where necessary new and existing internal standard procedures for the efficient execution of investigations. Additionally, this position will perform data analysis to inform enforcement and recommend policy developments related to the TNC Minimum Compensation Ordinance, create reports, perform analysis and interpretation of emerging data needs including but not limited to analysis of the effects of TNC and other Gig Worker Ordinances and calculation of working time and pay rates necessary for rate adjustments.

- Champion equity. Apply race and social justice lens to all work and engage in office efforts to eliminate racial disparities and achieve racial equity in City government and broader community.
- Enforcement analysis. Develop and implement a directed investigation strategy based on analysis of TNC or other data by writing and running queries of data to identify underpayment of drivers. Be responsible for coordinating the data intake, cleanup, analysis, and recommendations for enforcement action. Assist and support additional data strategy and analysis needs on behalf of the OLS Enforcement and Policy Teams.
- Inform investigatory process. Design, draft, and revise where necessary new and existing internal standard procedures for the efficient execution of TNC Driver Minimum Compensation investigations.
- Ensure integrity of analysis and data. Coordinate and support data analysis, reporting, troubleshooting, and visualization needs for the enforcement of TNC Driver Minimum Compensation and other labor standards. Partner with Transportation Network Companies to ensure timely and complete data submissions according to legal requirements. Collaborate with stakeholders to ensure data is flowing properly and accurately, analysis needs are met, and deliverables are completed on time.
- Serve as a subject matter expert. Serve as the subject matter expert in enforcement of the TNC Driver Minimum Compensation Ordinance and be responsible for the application of existing and new labor standards and best practices for data collection and analysis and calculation of damages. Serve as the primary point of contact between OLS and the City Attorney’s Office on TNC Driver Minimum Compensation cases that have been transferred from the department to the City Attorney’s Office.
- Consultative support. Make recommendations regarding efficient resolution of TNC Driver Minimum Compensation cases. Provide expertise in the development and improvement of rulemaking with respect to the TNC Minimum Compensation Ordinance and other existing and new Labor Standards and provide expertise as to the creation of new labor laws, including new laws pertaining to gig workers.
- Outreach. Support the office’s outreach efforts by assisting in the development and delivery or training in best practice approaches to TNC Driver Minimum Compensation investigations. Provide information and expertise for press releases and website/social media.
Your effectiveness in this role will depend on your ability to:
- Provide analytics on data through query writing, modeling, and coding to identify compliance failures; parse and synthesize large data sets for investigations.
- Apply strong analysis and reasoning skills to quickly understand, evaluate, and assess data and effectively communicate findings to stakeholders.
- Manage projects with multiple deliverables and matrixed teams.
- Recognize patterns and apply predictive modeling skills including spatial analysis.
- Use open data to build applications or services that aid with civic technology initiatives.
- Adapt easily to changing priorities to meet deadlines in a fast-paced, team-oriented and political environment.
- Develop and deliver technical trainings and other presentations.
- Communicate with clarity and tact, create trusted partnerships, and demonstrate strong interpersonal skills.
- Recognize how institutional racism and government has contributed to inequality and the wealth gap between white people and Black, Indigenous, and People of Color (BIPOC).
You will be prepared for this role if you have the following knowledge and skills:
- Understanding of race equity, especially as it pertains to the workplaces, workplace policies, and worker’s rights.
- Proficiency in programming languages such as R or Python, query languages such as SQL and extract, transform, load (ETL) development methods and tools, GIS software, or similar tools.
- Expertise with reporting tools such as Power BI, Tableau, or similar software. Familiarity with data system architecture and ability to understand various data structures.
- Proficiency with common data science toolkits and working knowledge of privacy and security protocols for handling sensitive data (e.g., Personal Identifiable Information).
- Knowledge of regulation of Transportation Network Companies and other platform-based hiring entities.
- Familiarity with government, including enforcement agencies and their investigative role, and worker’s rights.
- Comfort with interacting with elected officials and the public and with collaborating with workers, employers, and community or business organizations.
- The ability to work in an independent, self-directed manner and collaborate with a team.
The work of this position requires expertise in the application of data analytics and modeling, or forensic accounting, to rule making and policy enforcement with a background in data mining, statistical analysis, and/or open-source code development (e.g. GitHub contributions).
